  • Hospital sale/purchase/lease

  • Hospital transfer of control

  • Hospital Closure

  • Loss of health care service(s)

  • Relocation of health care service(s)


2. ORGANIZATIONAL STRUCTURE OF REVIEW BOARD & TRANSPARENCY: B

  • CON review is conducted by a joint administrative team and appointed board
  • CON legislation does not specify criteria for appointing board members
    • The review board is a statutory advisory council appointed by the Governor, Speaker of the House, and President of the Senate
  • There is no requirement for consumer representation on the review board

3. REVIEW STANDARDS: C

  • Whether the project will impact underserved populations
  • CON review does not look at whether the project is financially feasible
  • CON review does not look at whether the project will impact health care access within a geographic region
  • CON review does not look at whether the project is compatible with state health planning goals

4. COMMUNICATIONS WITH THE PUBLIC: B

  • There is a website containing details about the CON process, including summaries of regulations/statues and other relevant information
  • It is easy for the consumer to find info about the CON process on the website
  • The public is notified about CON applications via newspaper or another widely circulated platform
  • The website does not contain information about each CON application, including dates of public hearings and information about submitting comments

5. ACCOUNTABILITY AND PUBLIC ENGAGEMENT: B

  • If requested, a public hearing is held where the public can participate in the review process by testifying
  • The public can participate in the review process by submitting written comments
  • There is not a mandatory public hearing where the public can participate by testifying
  • There is not a regularly scheduled review board meeting where the public can testify
